Manuscript Publication Charges (MPC) Policy

DScholar Press International applies Manuscript Publication Charges (MPC) to support the editorial, production, publication, preservation, and dissemination of scholarly works. This policy applies to all publications, including peer-reviewed and non-peer-reviewed books, scholarly monographs, edited volumes, conference proceedings, working papers, and research reports.

The Manuscript Publication Charges (MPC) are applied only after a manuscript has been accepted for publication following editorial assessment or peer review. The decision to accept or reject a manuscript is based solely on scholarly merit, originality, quality, and compliance with the Press’s editorial and publication ethics policies. Payment of MPC does not influence editorial decisions.

The MPC covers the costs associated with manuscript handling after acceptance, including copyediting, typesetting, layout preparation, digital production, metadata creation, assignment of identifiers (such as ISBN or DOI where applicable), online hosting, long-term preservation, indexing support where applicable, and dissemination of the published work in print and/or electronic formats.

DScholar Press International maintains full transparency in its publication charges. All applicable MPC rates, conditions, and payment requirements are clearly disclosed prior to acceptance wherever possible. Authors are informed of the applicable charges at an appropriate stage of the editorial process to ensure informed decision-making. No hidden charges are applied beyond those explicitly stated and agreed upon.

MPC rates may vary depending on factors such as manuscript type, length, complexity, formatting requirements, inclusion of figures or tables, colour content, supplementary materials, and publication format (print, electronic, or hybrid). Any applicable variations are communicated clearly and in advance.

Authors, institutions, or funding bodies are responsible for arranging payment of MPC once a manuscript has been formally accepted. In cases where financial support or waivers are available, these conditions are communicated transparently and applied according to the Press’s internal policies.

Failure to complete payment of applicable MPC after acceptance may result in delay of publication or withdrawal of the manuscript from the production process. However, such financial processes are separate from editorial evaluation and do not affect the integrity of peer review or editorial assessment.
