Editorial Decision-Making Policy

DScholar Press International is committed to a fair, transparent, consistent, and independent editorial decision-making process. Editorial decisions are based on the academic quality and integrity of submitted work and are made without influence from commercial, financial, institutional, political, or personal interests. This policy applies to all publications issued by the Press, including peer-reviewed and non-peer-reviewed books, scholarly monographs, edited volumes, conference proceedings, journals, working papers, research reports, and print and electronic publications.

Editorial decisions are based on the originality, scholarly merit, methodological quality, clarity, ethical compliance, significance, and relevance of a manuscript to the aims and scope of the publication. Editors evaluate submissions according to the standards and editorial policies of the Press and apply these standards consistently to all manuscripts. Factors unrelated to the scholarly quality of the work, including the nationality, citizenship, race, ethnicity, gender, religion, institutional affiliation, political beliefs, age, disability, or professional status of the authors, shall not influence editorial decisions.

For peer-reviewed publications, editorial decisions are informed by independent peer review. Editors consider the comments and recommendations provided by reviewers together with their own editorial assessment before reaching a final decision. Reviewer recommendations are advisory and do not determine the final outcome. Editors retain responsibility for accepting, requesting revision of, or rejecting a manuscript.

For non-peer-reviewed publications, editorial decisions are based on editorial assessment conducted by qualified editors. The assessment considers the originality, academic quality, organization, clarity, ethical compliance, relevance, and suitability of the manuscript for publication. The absence of external peer review does not reduce the editorial standards applied to these publications. The review status of every publication is clearly identified on the publication page and in its metadata.

Editors may request revisions whenever clarification, additional information, or improvements are required before a decision can be made. Authors are expected to respond to editorial comments within the prescribed time and provide a clear explanation of the revisions made. A revised manuscript may undergo further editorial assessment or peer review, where necessary, before a final decision is reached.

Editors shall decline to handle manuscripts where an actual, potential, or perceived conflict of interest exists. In such cases, editorial responsibility shall be assigned to another qualified editor. Editorial decisions shall remain independent of publication charges, sponsorship, advertising, institutional relationships, commercial considerations, or any other external influence.

Where concerns arise regarding publication ethics, research integrity, authorship, plagiarism, duplicate publication, data fabrication, image manipulation, citation manipulation, or other forms of publication misconduct, editors may suspend the editorial process while the matter is investigated. Editorial decisions may be deferred until the investigation has been completed and the concerns have been resolved.

Authors have the right to receive clear communication regarding editorial decisions and may appeal editorial decisions in accordance with the Press's Complaints and Appeals Policy. Appeals are considered independently and in accordance with the procedures established by the Press.

DScholar Press International periodically reviews its editorial decision-making procedures to ensure consistency with international publishing standards and publication ethics. The Press is committed to ensuring that every editorial decision is based on scholarly merit, ethical compliance, transparency, fairness, and academic integrity, regardless of whether the publication follows a peer-reviewed or non-peer-reviewed editorial process.
